Concerned members of the All Progressives Congress (APC) in Apapa Federal Constituency have formally petitioned the Lagos State leadership of the party, demanding an investigation and possible recall of the member representing the constituency in the House of Representatives, Honourable Samuel Adesola Adedayo, over allegations that he diverted a constituency-linked healthcare project to his hometown in Kwara State.

In the petition dated Tuesday, 10 March 2026, and addressed to the Lagos State Chairman of the APC, party stakeholders said the demand followed reports that the lawmaker sponsored a legislative proposal for the establishment of a Federal medical facility outside Apapa Federal Constituency, the area that gave him the mandate to serve in the National Assembly.
The petitioners explained that the issue came to light after a video from a plenary session of the House of Representatives surfaced publicly, showing the lawmaker presenting the proposal, which they said had already progressed through the legislative process and received approval for implementation in Kwara State.

They said the development had triggered outrage among party members and residents of Apapa, insisting that the alleged action amounted to diverting a constituency development initiative away from the people who elected him into office.
According to the petition, “It has come to the attention of constituents, supported by a publicly circulated video from a plenary session of the House, that Honourable Adedayo sponsored and presented a legislative proposal for the establishment of a healthcare facility to be located in his hometown in Kwara State, outside the constituency he represents.”
The stakeholders argued that, if confirmed, the action raised serious questions about public accountability, ethical conduct, and the constitutional responsibility of elected representatives to the constituencies they serve.
They added, “By virtue of his office, Honourable Adedayo holds a position of public trust and is expected to discharge his legislative responsibilities in a manner consistent with the oath of office sworn to under the Constitution of the Federal Republic of Nigeria.”
Furthermore, the petition maintained that public officials are required to act in line with the principles of transparency, accountability, and responsible stewardship of public resources, stressing that the alleged relocation of a constituency project outside the constituency of representation raised serious legal and ethical concerns.
The petitioners listed the concerns to include misapplication of public resources meant for constituency development, abuse of public office, breach of fiduciary duty to constituents, and actions capable of undermining the integrity of the constituency project framework.
They noted that constituency projects are designed as targeted interventions meant to address specific developmental needs within the benefiting constituency, warning that facilitating such a project outside the constituency defeats the purpose of the appropriation.
The petition also expressed concern that the project involved a healthcare facility, pointing out that several communities within Apapa Federal Constituency still face major gaps in healthcare infrastructure and access to quality medical services.
The stakeholders further warned that the development could damage the image of the APC, stressing that the party has both moral and institutional responsibility to enforce discipline and accountability among its elected officials.
“As the political platform under which Honourable Adedayo was elected, the party bears responsibility to uphold standards of discipline, accountability, and respect for democratic mandates,” the petition stated.
Accordingly, the petitioners called on the Lagos State leadership of the party to immediately constitute a fact-finding inquiry into the circumstances surrounding the sponsorship and siting of the healthcare project.
They also demanded that the lawmaker be compelled to provide a formal written explanation clarifying the legislative and policy basis for sponsoring a project outside the constituency he represents.
In addition, the stakeholders urged the party to ensure corrective action, including the relocation or redirection of the project to Apapa Federal Constituency in line with the interests of the electorate.
They further asked the party to activate its disciplinary mechanisms if the allegations were confirmed, noting that the situation had already sparked growing calls among constituents for the recall of the lawmaker.
The petition concluded, “Political representation is fundamentally a public trust, and any action that appears to subordinate the interests of constituents to personal or external considerations must be treated with the seriousness it deserves,” while urging the party leadership to act with urgency, transparency, and fairness to preserve public confidence in democratic representation.
