Lagos State House of Assembly has organised a one-week workshop for the first batch of senior officers in its Legislative and Publications Directorates which ended at the weekend. The second batch of officers will have their own training programme this week.
The programme took place in Abuja with the theme “Capacity Building in the Legislature: A Panacea For Sustaining Effective Performance in the Legislature”.
According to the Acting Clerk of the Assembly, Mr. Olalekan Onafeko, the programme, which would be in two batches, was designed by the leadership of the Assembly under the Speakership of Rt. Hon. Mudashiru Ajayi Obasa to enhance the skills, knowledge and capacity needed by the officers to perform their jobs effectively and professionally in line with best practices.
He stated further that capacity building is the process of developing and strengthening the skills of officers that the legislative institution needed to survive and compete favourably with its peers across the globe.
The Acting Clerk, who commended the Speaker for approving the workshop, disclosed that leadership of the Assembly has pledged to take further steps to improve on the training programmes for all members of staff of the Assembly in order to ensure optimal performance and excellent service delivery in their various duties.
He therefore charged the participants to put the knowledge acquired at the workshop into practical and intellectual use in their various assignments.
Topics treated at the workshop included: “The Influence of Corruption in the Budgetting Process, Work Ethics in the Legislature, Diligence, Discipline, Decency and Executive/Legislative Partnership in the Conceptualization and Formulation of Budgetary proposals.”
At the end of the programme, a communique issued urged the legislature to prioritize the use of e-parliament to improve parliamentary process. Harmonious working relationship between the the legislature and the executive was canvassed to herald optimal growth. Various committees of the legislature were also expected to consult with their respective ministries and agencies under their supervision in order to engender effective conceptualisation and formulation of budgetary proposal.
Resource persons with wide experience of over 30 years in the legislative institution presented papers. Senior Officers numbering up to 110 attended the workshop in two batches.
