INEC Returning Officer, Dr. O.J Fenuga made the announcement on Sunday,19 March, 2023. Fenuga said Elliott of the All Progressives Congress (APC), polled 17,837 votes to defeat his closest rival Adebayo Bode of the Labour Party,( LP), who polled 7,822 votes. According to him, the candidate of the Peoples Democratic Party (PDP), Thompson Sulaimon Abolaji, polled 1,045 votes. Earlier, Festus Keyamo, the spokesperson of the Tinubu/Shettima Presidential Campaign Council, had congratulated Elliot for winning the election.

The official was allegedly shot dead close to a polling unit in the area. The deceased whose name was simply given as Joe was a popular bike rider in Calabar, the state capital. The National Commissioner and Chairman, Information and Voter Education Committee of INEC, Mr. Fesus Okoye, raised the alarm in a statement issued late on Friday, March 17, 2023.
