As the Osun State House of Assembly navigates complex socio-economic realities and legislative demands, the upcoming elections present a crucial defining point for the people of Ilesa East State Constituency and the entire state.

August 24, 2026, marks the 54th birthday anniversary of Rt. Hon. Timothy Adigun Owoeye, the former Speaker of the 7th Osun State House of Assembly. 

There is no better time than this milestone to look past partisan politics and collectively solicit for his return to the legislative chambers. In Yoruba parlance, it is universally acknowledged that “Iriri l’agba”—experience counts. 

Rt. Hon. Owoeye embodies this timeless truth, offering a unmatched wealth of administrative experience necessary to propel Osun State to greater institutional heights.

Rt. Hon. Timothy Adigun Owoeye is a prominent Nigerian politician, an astute grassroots mobiliser, and a seasoned lawmaker who served as the Speaker of the 7th Osun State House of Assembly from 2019 to 2023. 

His academic foundation features a Bachelor’s degree in Political Science and a Master’s degree in Peace and Development Studies.Owoeye holds the distinction of being one of the longest-serving and most structurally sound lawmakers in the history of Osun State. 

His impressive political journey spans over two decades of progressive leadership:1999–2002: Elected Councillor for Ward 10, Ilesa East.2007–2023: Served four consecutive terms representing Ilesa East State Constituency.2007–2010: Served as the Minority Leader of the House.2011–2019: Served as the Majority Leader of the House.2019–2023: Unanimously elected as the Speaker of the 7th Assembly.

Rt. Hon. Owoeye’s previous tenures were not just about occupying a seat; they were defined by high-impact legislative innovations that modernized governance in Osun State. 

KEY LEGISLATIVE CONTRIBUTIONS & REFORMS.

1. Digitalization (E-Parliament)  Oweye transitioned assembly proceedings into a modern digital workflow. E-tracking of bills, digital order papers, and automated votes.                                                                                        

2. Comprehensive Legislative Agenda.He formulated a clear public roadmap prioritizing empirical, data-driven laws and established the state’s pioneering Legislative Research Centre.

3. Regional Structural Expertise .Owoeye served as Chairman, Southwest Legislative Reform Implementation Committee, harmonized and modernized legislative practices across regional states.                                                                             

4. Conflict Resolution & Stability. He utilized his peace studies background to run a completely rancour-free House, building a bipartisan consensus despite a highly diverse political chamber. 

The Constitutional and Democratic Power of Experience, unlike the executive branch (presidents or governors), where rigid term limits prevent a single individual from centralizing immense power, the Nigerian Constitution deliberately places no tenure limits on legislators. 

This structural design exists because power in parliament is diffused across committees and political blocs, completely neutralizing the risk of a dictatorship. Instead, democratic theory dictates that the ultimate check on a lawmaker is the ballot box. 

Experience is an invaluable resource in parliament. Lawmaking requires an intricate mastery of complex legal frameworks, state budgeting procedures, and parliamentary protocols. Forcing an effective, veteran legislator out based simply on years served strips the electorate of their right to choose their best representative and weakens the institution against executive overreach.

Osun State cannot afford a legislative chamber filled with rookies learning the ropes through trial and error. 

Owoeye’s deep mastery of state dynamics ensures rigorous oversight and public financial accountability. 

During his tenure as Speaker, the House maintained a firm, uncompromising eye on executive projects—ensuring maximum value for public funds and zero wastage, while masterfully preserving a productive, conflict-free relationship with the executive arm to prevent developmental delays.

As Rt. Hon. Timothy Adigun Owoeye celebrates his 54th birthday today, the most enduring gift the constituents of Ilesa East can offer to themselves and Osun State is to champion his return to the House. 

This call transcends political parties; it is a vital push for institutional stability, rigorous governance, and sustainable growth.
