The Federal Government has invited members of the public, businesses, investors, professional bodies, civil society organisations, academia and other stakeholders to submit proposals for the Finance Bill 2027, aimed at strengthening Nigeria’s fiscal framework and creating a more productive and competitive economy.
The invitation was contained in a notice posted on the official X handle of the Federal Ministry of Finance,@FinMinNigeria, urging stakeholders to identify gaps in existing laws and regulations and propose practical amendments capable of improving the business and investment environment, fiscal transparency and accountability, as well as sustainable economic growth.
The ministry gave Friday, 11 September, 2026, as the deadline for submission of contributions, which are expected to support the development of legislation that responds to current economic realities.
It said submissions should focus on five key areas, including taxation and revenue administration, fiscal policy and management, fiscal responsibility, transparency and accountability, financial and economic regulation, as well as other related matters requiring legislative or policy amendments.
Under taxation and revenue administration, stakeholders are expected to make inputs on tax policy, revenue mobilisation, compliance, taxpayer services, tax certainty, incentives, customs and excise, and coordination among revenue-generating agencies.
The fiscal policy and management category covers revenue and expenditure management, budgeting, public financial management, fiscal sustainability, public debt and intergovernmental fiscal relations.
The government is also seeking recommendations on fiscal responsibility, transparency and accountability, particularly on budget discipline, financial reporting and disclosure, monitoring, accountability and institutional oversight.
For financial and economic regulation, stakeholders are expected to address issues relating to capital markets, investment and cross-border capital flows, anti-money laundering, financial reporting and other regulations with significant fiscal or economic implications.
The ministry further welcomed proposals on any other law, regulation, policy or institutional arrangement requiring amendment, harmonisation or introduction to improve Nigeria’s competitiveness and economic governance.
It identified several priority considerations for contributors, including addressing gaps, ambiguities, inconsistencies and implementation challenges in existing laws and regulations.
The government also wants proposals that would reduce unnecessary regulatory and administrative burdens, ease the cost of doing business, improve productivity and economic efficiency, harmonise conflicting or overlapping provisions, reduce leakages, abuse and regulatory arbitrage, and strengthen institutional coordination, transparency and accountability.
It added that stakeholders should seek to improve revenue mobilisation and fiscal sustainability without unnecessarily constraining economic activity.
The ministry advised contributors to identify, as far as possible, the relevant law and specific provision requiring amendment and provide proposed drafting language. It, however, noted that general recommendations could also be submitted, although they might be less useful for legislative drafting.
Contributors are required to provide details including the contributor or organisation, contact person, email and telephone number, sector or industry, and state or location.

The ministry said the Finance Bill 2027 initiative was intended to promote better fiscal laws capable of supporting a more productive and competitive Nigeria.
It added that the Federal Government valued stakeholders’ contributions and encouraged the submission of clear, practical and implementable proposals capable of delivering measurable improvements in Nigeria’s fiscal and economic outcomes.
