The Nigerian Midstream and Downstream Petroleum Regulatory Authority has invited licensees, permit holders and other stakeholders in the petroleum sector to make submissions on its proposed Midstream and Downstream Petroleum Prevention of Anti-Competitive Practices and Behaviour Regulations, giving them a 21-day window from the date of the notice to respond.
The invitation was contained in a public notice signed by the Authority Chief Executive, Rabiu Umar, in compliance with Section 216(1) of the Petroleum Industry Act 2021, which mandates consultation with stakeholders prior to the finalisation of regulations. Stakeholders, the notice said, are enjoined to visit the Authority’s website, www.nmdpra.gov.ng, to review the proposed regulations before making their submissions.
According to the notice, all submissions are to be made using the format accessible on the website and must be received not later than 21 days from the date of the notice, with submissions or enquiries addressed to the Authority Secretary and Legal Adviser through stakeholdersconsultation@nmdpra.gov.ng.
Beyond written submissions, the notice disclosed that the Authority would hold a Stakeholders Consultation Forum on the proposed regulations at its headquarters, Plot 1012, Cadastral Zone AOO, Central Business District, Abuja, on Tuesday, 22 September,2026 by 10:00am, giving licensees and other industry players a platform to engage directly with the Authority.
The proposed regulations, once finalised, are expected to strengthen the Authority’s oversight of competitive conduct within Nigeria’s midstream and downstream petroleum sector, in line with its statutory mandate under the Petroleum Industry Act.
